WebYou probably are trying to designate an up/down staircase on a open space. When you designate it really means "digging" a new stair. You can't dig on open space, you should have designated it on a earth tile. So not the most efficient layout, but it worked quite well, overall.

The ramp may become unusable after constructing the upper staircase, so send that fish dissector if the area is dangerous or you are expecting delays.
